I'm not saying it can't be done, (i've replaced the transom on a 17' runabout, and built a 14' plywood stitch and glue rowboat), but building an aluminum boat is a huge deal, the metal is expensive, you have to find the extrusions for the joints, it has to be welded, and welded very well, etc, etc. good luck, you might look into a plywood drift boat, it would be easier to build..
